Mission

We are a specialist HMO conversion contractor working exclusively with landlords, investors, and developers across London and the South East. We do not take on general building work. Every project we deliver is an HMO conversion, and has been for over a decade.
 
That focus matters. HMO conversions involve a different level of regulatory complexity than a standard refurbishment. Planning policy, licensing conditions, fire safety specifications, room size requirements, building regulations — each area has to be understood and applied correctly before a single wall is moved. Getting any one of them wrong can mean a failed inspection, costly rework, or a licensing refusal that delays your rental income by months.
 
We built this business around knowing the process inside and out, so our clients do not have to.

Vision

Jas and Aman founded HMO Conversion Builders after spending over 10 years in residential construction across London. The decision to specialise came from seeing landlords lose time and money when their contractors failed to understand HMO compliance. Projects would be finished, only for inspections to reveal problems, leaving landlords to pay for fixes that could have been avoided.
 
The answer was simple: create a company that makes compliance part of the construction process from the start. We know what council licensing officers look for before any work begins.
 We start every project with a compliance review and design every build to pass inspection the first time.

What We Do

We manage every part of an HMO conversion, from feasibility and layout planning through construction to inspection preparation. Our services include:
  • Single-let to HMO conversions (3 to 6 bedrooms)
  • Large HMO conversions for properties with five or more occupants
  • C3 to C4 use class changes, including Article 4 assessments
  • Fire safety design and installation, including FD30 doors, Grade A alarm systems, and protected escape routes
  • Bathroom and wet room upgrades to meet amenity standards
  • Soundproofing between rooms and floors
  • Kitchen reconfiguration for shared occupancy
  • Accessibility modifications and compliance upgrades
 
We also work with planning consultants and licensing advisers when needed. Managing building control applications and working with the council are included in our standard service.

We understand that planning and licensing requirements vary significantly by council, particularly where Article 4 Directions are in place. That local knowledge is part of what we bring to every project.

How We Approach Every Project

We follow the same process for every project, whether it’s a three-bedroom terrace or a larger property for six or more people.
 
We begin with a feasibility and compliance review. Before we start any design work, we check the property against local licensing rules, planning limits, and building regulations. If there are Article 4 restrictions or special council requirements that could affect the project, we find them at this stage, not during construction.
 
Next, we design the layout and building plan with two main goals: to maximise your return and ensure the finished property passes licensing inspection without extra work.
 
During the build, you have one main contact. We don’t move clients between departments or make you chase updates. Our project managers are well-versed in HMO construction. They can answer technical questions, explain what council officers look for, and point out anything that needs your decision before it becomes an issue.
 
When the work is finished, we don’t just hand over the keys and leave. We prepare the property for inspection and assist with the licensing application.

Why We Are Compliance-Led

Many HMO licensing inspection failures occur because of construction mistakes, such as fire doors that do not meet required standards, escape routes that are not up to code, or rooms that are too small for local rules. These are not minor details. They usually happen when a contractor does not specialise in HMO projects.
 
If a conversion fails inspection, the landlord ends up paying twice: first for the original work and then for the necessary fixes. They also lose rental income while waiting. Sometimes, if a license is refused, the landlord has to go back and review the planning process as well.
 
We follow a compliance-first approach because it is the most practical and cost-effective way to work. This benefits landlords, helps tenants who will live in the property, and supports the long-term value of the investment.
